KInari Okami and the Shrine's Existence
Inari Okami Is the reason why Kitsune Shrine resides on top of a mountain, a secluded area only those with keen senses can find, normally a human can't find it if they are purposely looking for it. Only way to find it is to become " Lost " and with a bit of luck one might find the Myth. The reason for the Shrines Location and existence is to be a safe haven for all wandering kitsunes who are seeking to get away from humanity. Though it is a rest stop for other supernatural beings.
Inari Okami is powerful fox goddess who resides in the spirit world where she is needed though some kitsunes are stubborn and do not wish to leave the human world that is why the shrine exists. But she can't be present all the time which is why she bestowed responsibilities to Kai Susanoo.
Kai Susanoo back in Feudal japan served Inari as a messenger, but out of hate towards human which would drive him into becoming a War God. Inari saw him acting out in various ways, only being fueled by the hate. She knew he could be redeemed. Wheh Japan started to liberate Kitsunes and other supernatural creatures most of Kitsune retreated to the Spirit Realm but the others decided to stay, so Inari personally took Kai and placed him in front of the shrine only to say." This is your punishment for betraying me, if you want forgiveness then you watch over every Kitsune that comes to you for salvation. Only then I will forgive you and grant you your wish." From there centuries later Kai Susanoo can be seen watching over the Shrine keeping his promise to Inari.-
